The fourth season of Arthur premiered on PBS in October 1999. This season was funded by Libby's Juicy Juice, Baby Gap, Post Alpha-Bits, the U.S. Department of Education, the Corporation for Public Broadcasting, and Viewers Like You. It was also the first season with the 1999 PBS Kids logo.

For this season, D.W.'s new voice actor was Oliver Grainger, replacing Michael Caloz.

Late in 2000, Lego replaced Baby Gap as a temporary underwriter for this season, then Chuck E. Cheese's replaced Lego in 2002, Teddy Grahams replaced Post Alpha-Bits in 2004, and Dannon Danimals replaced Rhodes 60-Second Cinnamon Rolls in 2006.
